Quick answer
A zombie on the Gardener Stand only works when all four of these are true: it has a shovel, the beds have crop tablets, a chest in the garden holds matching seeds, and its Farming mastery is high enough for the crop.[1][2] If any one is missing, it just stands there. The stand itself also has to be inside the garden work zone.[1]

A frequent cause: a crop whose mastery requirement is above the zombie's. Flax, for example, needs Farming mastery 5 to plant, while a Bronze Shovel alone only adds +2, so a zombie without Farming tree nodes or a farming perk will idle on flax beds.[4][1]
Setting it up from scratch
- Research Zombie Gardening (60 green + 20 blue, after Garden Improvement I). It unlocks the Gardener Stand and the Lifting Crane.[3]
- Build the Gardener Stand at the Garden Blueprint Desk: 4 Wooden Plank, 2 Bronze Detail, 6 Bronze Nails.[3][1]
- Get a zombie. Resurrect one at the Resurrection Table or use one you already have.[3]
- Carry it to the stand and give it a shovel.[1]
- Place crop tablets on the beds you want automated. Options include wheat, beet, carrot, cabbage, pumpkin, onion and flax.[1]
- Stock a garden chest with seeds for those crops.[1]
Once running, the zombie sows, tends and harvests the beds and puts the crops in the chest.[1]
How zombie mastery works
A zombie's mastery for a job is what it has bought in that mastery's tree, plus the bonus of the tool in its hand, plus any matching zombie perk. Zombies earn tech points by working and spend them on their own tree.[2] So a zombie that could not handle a crop on day one may manage it a few weeks later.
